Consensus Call Tranche 2 (Document Groupings) Summary

We have consensus on document groups as proposed below. See comments
for some discussion but I don't see any strong objections to the
propositions below.
(2) Document Groupings
(2.a) The list of contextual rules and their values, including the
associated IANA Considerations material, should be in Tables, not
Rationale, Protocol, or elsewhere. (R.8, P.1)
(2.b) Protocol and Tables should not be combined, for reasons
discussed extensively on the mailing list.
(2.c) Protocol and Bidi should not be combined because the subject
matter is rather different, as discussed extensively on the mailing
list.
COMMENTS:
Specifically, I want the normative definitions be in the documents,
and not by actions (of any kind) that IANA does.

I think 2.b and 2.c are easy to agree with. For 2.a, contextual rules
may be useful to discuss in Protocol too, and to the point where it may
make sense to duplicate parts of the rules. On the other hand, that
wouldn't be a big problem anyway.

I don't think any of these are controversial, let's concentrate
on the real work we still have to do.

The contextual rules should definitely be moved into Tables.
I could live either with Protocol, Bidi, and Tables as 3 documents or
as one. At this point, however, it does not seem worth the effort to
combine them.

Assuming we are going to keep the Bidi document (I recall there was a
suggestion to drop it by someone), I don't object to keeping it
separate.

Whilst the structure of the information is important, the list
discussions have gone on ad-infinitum. It is clear that everyone has
their own view, however, this structure seems logical, or at least
more logical than others.
