The proposal seems fine.

Wrt 7.b, I believe the document should give some examples of situations
where violating the SHOULD is motivated, otherwise it will be difficult
to understand the intention behind using SHOULD instead of MUST.

For example, is it considered a valid reason to not do Bidi processing
because your platforms is resources limited (small RAM, ROM, CPU powers
etc)?
