COMMENTS: IDNA200X assumes the implementation of policy-level constraints that are not articulated in the protocol, itself. It is therefore imperative that the document suite attaching to the protocol revision contains an encapsulated exposition of all the detail that needs to be understood by DNS zone administrators, if the expectations being placed on them are successfully to be met. It is patently unrealistic to expect the focus of these administrators' interest and understanding invariably to be congruent with that of software developers. It is therefore inappropriate to require that the necessary information be gleaned from documents deliberately and exclusively framed for the technically oriented segment  of the target community.
