IDNA and dig 9.5.0-P2

While playiong with the arabic test bed, ee just found out by
accident that this version (as distributed by eudora) actually
supports IDNA's somewhat. It did convert "xn--mgbaakc7dvf.xn--baam7a8h."
in etisalat.emarat (in arabic) but it didn't do the BIDI.
