Because it is DISALLOWED due to the last rule:

    o  If the codepoint is not in LetterDigits (Section 2.1.1), the  
value
       is DISALLOWED.

U+1D127 matches both IgnorableBlocks and Unassigned. In the next  
version it will because of changes of the algorithm be UNASSIGNED and  
not DISALLOWED.
