Certainly, a conclusion that a prefix change was needed would
require either rejecting or [re]opening the charter.

Independent of particular wording in the charter, if one needed
to sort through the transition and other implications associated
with a prefix change, it would change the benchmarks and general
plan for a WG significantly... perhaps significantly enough that
one would have to start asking questions about whether enough
people really had sufficient energy.
