HTML5 URL language and internationalization

fyi, the HTML5 spec's section on "URLs" (distinct from RFC 3986
URIs) that I just mentioned is here:

  http://www.w3.org/html/wg/html5/#urls

It relates in some ways to the question of how you deal with
URI-like things that occur in human-authored contexts discussed in
the idnabis meeting.
