Wait, wait. This is changing the topic completely.

The issue I brought up was that some characters that were both 
unassigned and have the property of Default_Ignorable_Code_Point. In 
that case, and that case only, the question is whether the spec 
should treat the character as unassigned (and give it a property of 
UNASSIGNED) or as Default_Ignorable_Code_Point (and give it a 
property of DISALLOWED.

This has nothing to do with non-characters.
