Correction: I confirmed Verisign have local charset based filtering for IDN.com 
_even NOW_.  ( Verisign started IDN.com from 2000, not from 1999).

Recently korean registrars'  IDN.com registgration interface began 
to omit "language/charset selection", and that made me think that 
verisign stopped local charset-based filtering.  In oversea registrars
I  can still see the old language selection option.

I tried to register ( mainland china-specific-SC + hangul).com with
either of gb2312 or ksc5601, but verisign/registrar returned 
"network malfunction", and I failed to register it.
