Please read section 4 of http://www.ietf.org/rfc/rfc3987.txt.
The bidi problems are explained carefully in that section.
IDNA has the same prohibitions, worded more strictly, but
not explained in that much detail.

I'll be glad to answer any questions you have after reading
the above.

Obviously, disallowing the mixing of Latin and Cyrillic in general,
at least at this point in time, would punish those languages that
use an occasional Q or W or whatever from Latin amidst Cyrillic.
