A test file for PR-96 visual distinctions

I hacked up a little HTML file based on the text in PR-96.

On IE 6, all the Devangari sequences are distinct; Firefox shows them as 
all identical to the ZWNJ version, which leads me to believe that 
Firefox doesn't implement Devangari joining.

Just to make it all show up in your mail readers...:

Devangari RA + VIRAMA + KA: र्क

Devangari RA + VIRAMA + ZWNJ + KA: र्‌क

Devangari RA + VIRAMA + ZWJ + KA: र्‍क


The Arabic results seem consistent with the idea that we shouldn't allow 
ALEF to be followed by a ZWNJ.
