That's what the IETF is about. "standard" is a great word. The world is waiting for simple clear robust building block definition. IETF could formulate them upon IAB guidance. Actually I know for 20 years they cannot do otherwise. This is something which was taught to Jon Postel, Steve Crocker, etc. as students. Doug Engelbart's (ARPANET), Louis Pouzin (Catenet) and real life. Host centric, network centric and user centric. I know Louis for nearly 30 years (we created Eurolinc together) and I shown 20 years ago that I could not make a business with Doug's systems. Now the constraints due to the cost of the host and of the bandwidth are fading away, we can resume the initially costly/complex user oriented approach. The internet cannot be multilingual.
